In 2013, the FCC issued a Report and Order directing the establishment of the Telecommunications Relay Service User Registration Database (TRS-URD). The TRS-URD is a safeguard to protect the Video Relay Service (VRS) program from fraud, waste and abuse so that people who legitimately need to use the service can continue to receive service.

What if I’m not in the User Registration Database (URD)?
All customers must be in the URD to make calls. Customers who are not in the URD may not be able to make any calls. If you don’t provide the necessary information, your services will be put on hold.
What if I have a few numbers with more than one VRS provider?
If other VRS providers need your information, they will contact you.
I don’t have a SSN (or don’t want to share my SSN), can I provide alternative documentation?
Yes, you can. Below is a list of FCC-approved alternative documentation:
Unexpired driver’s license
Birth certificate
Current income statement from an employer, paycheck stub, or W2
Prior year’s state, federal or Tribal tax return
Certificate of Naturalization or Certificate of U.S. Citizenship
Unexpired Permanent Resident Card or unexpired Permanent Resident Alien Card
Unexpired United States government, military, or state issued ID
Employer provided work ID or employee ID
Unexpired passport
Unexpired health insurance card
Military discharge documentation
Government assistance program documents which include the individual’s name and date of birth
Unemployment/worker’s compensation statement of benefits
What will my VRS provider and the TRS-URD administrator do with my information?
VRS providers, the TRS Fund administrator, and the Commission are all required to maintain the confidentiality of your personal data. After your identity is verified in the TRS-URD, the TRS-URD administrator will securely discard the last 4 digits of your Social Security number, and it will not be stored in the TRS-URD.
